Dear Mr. Colin Andersen and the Ontario Power Authority Executive Team,

You are receiving this letter in response to the July 2nd, 2010 Ontario Power Authorities (OPA) announcement, regarding the proposed new price category in the microFIT Ground-Mounted Solar PV Projects.

I would like to express my sincere disappointment in the disregard for your mission and values as an organization. As outlined on your website under ‘Our Guiding Principles’, I quote,

Transparency: We carry out our work with openness and integrity.

  • Our processes and outcomes are open and clear to both internal and external stakeholders.
  • We treat our business partners with fairness and integrity.
  • We strive to earn the trust and respect of all those with whom we deal.
  • Our communications both internally and externally are clear, candid, open and reliable.

You claim to uphold transparency, integrity, fairness, clarity, openness, reliability, and accountability and yet you continued to allow applicants to apply for OPA approval under the premise that they would be receiving a return rate of 80.2 cents/kWh. Many of these applicants, myself included, have been awaiting approval for months. We have made investments toward this program, signed contracts and made financial commitments according to the initial promised rate. We can understand the need for you to review and possibly alter pricing, however, to do so while applicants have been in the dark as to the status of their application for a prolonged period is unethical and misleading.

OPA has held back applications for up to 5 months despite the original assurance that all contracts would be returned within 30 to 60 days (microFIT rules version 1.3 and 1.4 section 1.2) This untimely manner is a disregard for each applicant and the professionalism of your organization.

In short, you have not held up to your guiding principles and have misled Ontarians. While I am deeply disappointed, I believe it is not too late to rectify this situation.

In order to regain the trust of the Ontario citizens, you must honor the initial promised rate of 80.2 cents for all applications submitted prior to July 2nd. I sincerely hope that you consider the best option for all those involved.
